Even with wedding preparations already underway, Dawn Chang was surprised with a formal marriage proposal by her boyfriend, National Police Commission (Napolcom) Commissioner Ralph Calinisan. Calinisan popped the question during the Saturday, Oct. 17, episode of the reality game show “Kapamilya Deal or No Deal,” where Chang served as the celebrity player. Before the game
